I have completed the review of the materials that you have sent me and have viewed the web site.  Based on this information, the S.A.F.E. program does not need to have a home health agency license or any other type of home care license from the Agency for Health Care Administration.  The checking on older persons does not describe health care services or even homemaker companion services.  Your information says  that you will refer to other providers when there are health care service needs. You told me on the phone you would be referring to licensed agencies in such situations, rather than arranging for individual caregivers.  For these reasons, no license is needed.
